The Bid Process

 
The Franklin County Engineer’s Office (FCEO) uses a competitive bid process to procure goods and contractor services to provide fairness, transparency, and the best value for public funds. The process helps ensure public projects are completed efficiently, cost effectively, and with high-quality results while preventing favoritism or corruption. The process is as follows:

Bidding opportunities are publicly advertised on BidExpress and other digital platforms to attract a wide range of potential contractors.

Bid Submission

Interested contractors are required to register with BidExpress and submit their bids by the specified deadline. These submissions must comply with all the bid requirements.

BID OPENING

Bids are electronically opened at a designated date and time using BidExpress. The apparent low bidder is typically posted within 24 hours of the bid opening.

Evaluation

The FCEO undergoes a detailed review and evaluation of the bids based on predetermined criteria such as cost, qualifications, experience, and compliance with technical specifications.

Contract Awarding

The contract is awarded to the lowest and best bidder.

Contract Execution

Once the contract is awarded, the contractor may begin work according to the terms and conditions specified.

How to Register for Bid Express

 

  • From the Bid Express homepage, click Subscribe Now! from the Order dropdown list. This will bring you to the Account Information page. 
  • Enter your primary email address in the Email field and press the TAB key. This email address will be used as your Bid Express login name. 
  • Enter a password for your account. It must be at least eight characters and contain at least one uppercase letter, one lowercase letter, one digit, and one symbol. Press TAB. 
  • Click the down arrow in the Referred By field and select the Franklin County Engineer’s Office.
  • Read the Subscriber Agreement, Privacy Policy, Terms of Use, and the DCMA Policy, and select the option stating that you have read and agree to them. 
  • Click SUBMIT. The Bid Express service sends a confirmation email to the address entered in the Email field. Follow the instructions in the email to continue your Bid Express registration. 
  • Enter your password in the Password field and click ACTIVATE. The Bid Express service takes you to the Bidding Services page.
