Capital Improvement Plan (CIP) Consultant Selection Process
The Planning and Programming Engineer manages the county’s Capital Improvement Plan (CIP) through oversight of individual projects from the initial concept through construction.
Qualifications-Based Selection (QBS)
Qualifications-based Selection (QBS) is a method for choosing professional service providers such as engineers, architects, and consultants based on their skills and experience rather than their pricing, which ensures the chosen firm is well-qualified and experienced enough to do the job thoroughly and successfully. The process is as follows:
Determine Need: the FCEO evaluates whether project work can be completed in-house or requires a consultant, based on project size, expertise, workload, and funding.
Advertise & Solicit LOIs: When consultant services are needed, the FCEO advertises the project and collects Letters of Interest (LOIs) — and, for larger projects, technical proposals.
Evaluate & Select: The Selection Committee reviews SOQs, LOIs, and proposals to identify the most qualified firm; the Chief Deputy – Engineering and County Engineer make final approval.
Negotiate Scope & Fees: the FCEO and the selected firm negotiate scope and fees; if no agreement is reached, negotiations move to the next highest-ranked firm.
