The Franklin County Engineer’s Office (FCEO) works with a broad range of partners, including counties, municipalities, townships, consultants, and private-sector vendors, to deliver safe, efficient, and reliable transportation infrastructure for our community.

We welcome all types of vendors and service providers, from office cleaning professionals and suppliers to engineering consultants and construction contractors. Whether your business provides goods, services, or specialized expertise, we encourage you to explore opportunities to work with the FCEO.

All vendors, professional service providers, and contractors, both prime and subcontractors, are subject to audit by applicable state and federal agencies.

Bidders for the FCEO construction projects must be pre-qualified with the Ohio Department of Transportation (ODOT)
and registered with BidExpress to submit bids.

Submit an Invoice

All invoices must be submitted to invoice@franklincountyengineer.org. Each invoice must include:

  • Company name
  • Address
  • Attention to recipient’s name
  • Invoice number
  • Phone number
  • Email address
  • Date of service
  • Total invoice amount

Forms of Payment

All businesses seeking to engage in transactions with our office are required to submit a completed W-9 form.

To encourage you to utilize the option to be paid electronically via ACH (directly to a bank account, rather than a check). Complete the ACH form and provide the original form to the FCEO Fiscal Department with the original documentation with account/routing numbers (void check, deposit slip, bank document, etc. Copies will not be accepted.)

BIDDING PROCESS

 

  • For contracts under $39,999, awards are made through an internal FCEO selection process at the discretion of individual departments. Identify the department that can best utilize your goods and services, then visit our website to obtain contact information. Submit your W-9 to our fiscal department and provide information about your business to the appropriate department.
  • For contracts between $40,000 and $79,567 a three-quote process is required, and the contract is awarded to the lowest and best quote. Identify the department that can best utilize your goods and services, then visit our website to obtain contact information. Submit your W-9 to our fiscal department and provide information about your business to the appropriate department.
  • For contract $79,568 and above, the bidding process is handled through Bid Express, and contracts are awarded to the lowest and best bidder. Alternatively, a cooperative or state contract may be used. To participate, register at bidexpress.com. In addition to sending a W-9 and a Statement of Qualifications to the relevant department head, visit our Contractor Services [link] page to view bid opportunities and submit your bid.
