Project Development Cycle

 
This cycle ensures that each project undertaken by the Franklin County Engineer’s Office (FCEO) is thoroughly planned, effectively executed, and rigorously maintained to serve the community’s transportation and infrastructure needs.

Project Identification and Prioritization

  • The FCEO identifies potential projects based on infrastructure needs, safety assessments, and 
community feedback.
  • Projects are prioritized according to urgency, impact, and available resources.

Preliminary Research and Feasibility

  • Technical studies and site analyses are conducted to determine project feasibility.
  • Environmental factors, land use considerations, and potential challenges are evaluated.

Design and Planning

  • Engineers develop detailed design plans, specifications, and cost estimates.
  • Stakeholder input is gathered, and necessary permits or approvals are sought from relevant agencies.

Funding and Budgeting

  • Project funding sources (e.g., county budget allocations, grants, partnerships) are secured.
  • Timelines and final budgets are established to guide project implementation.

Procurement and Contracting

  • Requests for Proposals (RFPs) or bids are issued for construction services and materials.
  • Vendors or contractors are evaluated, contracts are awarded, and project schedules are refined.

Construction and Implementation

  • Construction teams break ground, following established plans and adhering to safety and quality standards.
  • FCEO coordinates inspections to ensure compliance with specifications and regulations.

Monitoring and Quality Control

  • Progress and expenditures are tracked throughout construction.
  • Adjustments are made as needed to address unforeseen issues, maintain timelines, and ensure quality outcomes.

Completion and Closeout

  • Once construction is finished, final inspections are conducted, and punch-list items are resolved.
  • Documentation, warranties, and as-built records are compiled for future reference.
